Hi guys, i'm planning to assemble a budget PC using used parts. The specs are:
CPU: Intel Xeon x3430
GPU: AMD Radeon HD 7870
Motherboard: Asrock h55m-le
RAM: 8GB DDR3
Power Supply: Segotep SG-500A
Case: Floston Gravity Black
Cooler: Deepcool GAMMAXX 300
My concern is whether I can overclock the x3430 to at least 3.6 or 3.7 GHz on that board with this cooler. Even 3.5 GHz would be fine.

Overclocking those specific Xeons isn't feasible and offers little benefit. You're unlikely to notice substantial improvements, and it might even cause issues elsewhere.

I believe increasing the BCLK slightly could provide a minor boost, but the effort isn't worthwhile.

I saw a video from Tech Yes City about a similar setup, which caught my attention. It showed the CPU doing well for its price. I was thinking about building one myself. Should I? I don’t have a lot of money.

If you're planning to build with used parts, I'd suggest checking out a platform that's a bit newer than what's really old. Anything from that era is probably worn out beyond repair, the owner might be getting rid of it because they've had issues or just got tired after years of use, and it's likely not in good shape anymore.
The oldest platforms I'd consider would be Haswell or maybe Ivy Bridge. A 3770 or 3770k or a 4790/4790k might still have some functionality left.
