He’s trying to dodge the $7k fee the cable company insists on for running wire, while the satellite plan is the best option. He’s streaming at 2mb per second, which is awful and causes high latency. He can’t even watch Netflix smoothly, and they charge $100 a month for that. I’m looking into ways to set up bulk cable orders so he can handle it, and we’ll both run it all the way up the driveway.

Yes, it could work. Converting to fibre optic and extending up to 100km is feasible, though the cable would need careful planning.

This would be feasible except for the fact that single mode fiber costs around $1.60 per foot. Cable is generally more affordable and can be installed along power lines or driveways.

The issue is that you require tools to join the ends onto it, they aren't already prepared, and the necessary equipment is quite costly.

Outdoor cabling is required, and you'll need specific tools for joining the ends at @Lurick. Also, power must be supplied to the location where you're converting coaxial to fiber.
