Interesting how the silicon lottery suggests possible overclock limits and safe voltages. A 360 AIO would be ideal, wouldn't it?

Vcore range between 1.25-1.35 volts. If your processor supports higher frequencies in this window, it should work well with air cooling. Refer to the video I shared earlier (@11:58), which outlines the recommended vcore settings. A Noctua NH-D15 would have been ideal, but you should be fine. Aim to maintain temperatures below 90°C
(90°C × 9/5) + 32 = 194°F

The Be Quiet Dark Rock Pro 4 CPU cooler is a solid choice.

"I'm currently running an i7-9700k with a DR4 at 5.1Ghz. My gaming temperatures usually sit between 60-700°C, with spikes up to about 750°C." -

"Idle temps are comfortable in the 27-32°C range and it runs very quietly.
After 10 minutes of AIDA64, temperatures hit 66°C under default settings.
I’m pretty certain my most recent overclock had AIDA64 peaking between 75-85°C, though I don’t recall it, and I missed capturing a screenshot (it might have included an AVX offset of 2)."
"Prime95 (without an AVX offset) pushed temperatures close to 90°C on a 5Ghz setup." -

Wishing you success, m8. Proceed gently.
