106% CPU load indicates a 6% overclock beyond standard levels in certain MSI programs.
No issues detected.
Reinstalling Windows and managing files only restarts and refreshes Windows data without altering your files or creating a fresh registry.
Doesn't remove any unwanted malware.
A pointless effort unless you're dealing with "Windows file corruption".
As mentioned before, RED in Ryzen Master suggests the CPU is overheating or hitting power limits defined in BIOS for that specific CPU.
No problems there either.
Your system is limited by slow RAM on an older processor.
