Not aiming to replace any other components beyond possibly the RAM.

Even the slowest CPU should stay under 1-2% idle time; otherwise, a resource-heavy process is likely running in the background, affecting performance during high load. It's worth investigating the automatically started items (Autorun) and scanning for malware. If you recently upgraded from W10, consider reinstalling W11 to resolve lingering issues.

I checked the task manager for system strain but found no heavy load. I disabled Cortana previously because it was consuming memory and CPU unnecessarily, which didn’t affect anything. I avoid risky websites, so where could I find Vicious malware? Installing a new Windows 11 version might help prevent similar issues.

I completed the clean install while retaining only my files. The CPU remains active at 104-105% power. After some diagnostics, we think the 600w PSU isn't sufficient. The CPU is working harder but can't keep up. Thermaltake GF1 850W seems appropriate for this configuration? Have there been any complaints about it?

If yes, and if it's in Fahrenheit that's acceptable, but Celsius indicates a significant cooling issue. A 600W PSU is sufficient for your setup because under full CPU and GPU usage you'd only need around 350W maximum. Memory performance with that CPU varies; the Zen/Zen+ controller isn't very reliable, so 2933 is the only certain option, while 3200 and 3600 are unlikely. If you switch the CPU, the 5700X or 5700X3D are the top choices available. The 5700X is more affordable and consumes less power during high load, making it a strong pick. I captured some images of the hardware monitor but couldn't share them for any reason. My technician installed an AMD program, and we were seeing warning messages about power settings. The CPU seemed to need more voltage than the PSU could provide. According to HWDiagnostic Monitor, the CPU was at 106% usage with temperatures ranging from 55.5°C to 67.4°C. I’m not a tech expert, so I depend on software for managing my CPU’s clocking and overclocking. The 470X MSI board includes built-in turbo features in the BIOS. We suspect it might be attempting to overclock, but the voltage isn’t showing up. Disabling the AMD booster in the BIOs didn’t resolve the issue. This doesn't imply anything positive or negative by itself. In Ryzen Master red simply indicates it's reaching the maximum limit, which here should just reflect the CPU power cap. If the wattage shown seems unusually low, it could suggest an issue, but going into red only means the CPU is operating at full capacity.
Those temperatures are acceptable as long as they're correct, but since the CPU usage numbers appear incorrect, I'm uncertain whether the software you're using is reliable.
