Initially, only 800MHz CPUs were available, and many budget boards only handle that speed. When higher speeds arrived, the same pattern continued. Why upgrade then? I assumed a shift to quad-core processors. In reality, the performance boost won't be substantial unless you're targeting DDR3-only systems like the second generation Core, third generation Core (Sandy Bridge and Ivy Bridge), or AMD's offerings such as Athlon X4 7/8xx, Axx-7xxx, or even the Phenom II X4/X6. Those were the models that pushed AMD to recover.
