Are you asking if the $200 covers only the board or if it includes both the board and the CPU? If you need $200 just for the board, move that amount to the CPU and get a 3600 with a budget-friendly board.

I have a new CPU/Mobo setup with over 300 hours, so I'm aiming for 200 on Creigslist. I'll be taking on extra work. I'm limited in resources and planning to upgrade for 1080p. Soon I'll move to an RX480 for 1080 or an X1660 Super.

For 1080p performance, check reviews to determine which resolution—3300x or 1600af—performs better in your desired games. Choose the one that suits your needs, and consider HDV or DS3H for optimal results.

The two most affordable new B450 motherboards available right now are excellent choices for the components you plan to use. AsROC produces one, while Gigabyte offers another. Both have a strong track record in my experience with building systems using these brands.
