This seems more like genuine interest, but why aren’t we seeing more low-power Intel chips in SFF builds? For example, the 19-13900T claims a max turbo TDP of 106W. With 24 cores and 32 threads, wouldn’t it still be a strong option even if it’s not as fast as its non-T counterpart?

It's because they're exclusively OEM parts. I'd prefer the regular chips, such as the 7900, which offers great performance efficiency and noticeable improvements when optimized.

Since it's usually not required unless you're aiming for extremely low power, you can accommodate a significant cooling solution in roughly 10L cases today. Custom designs are also possible. Of course, you'll still need to manage power and adjust voltages on the chips.

My situation is 9.7L, but I was thinking about getting a Ryzen 7900. I wanted to find out more about T-chips, so I thought this place would be helpful.

You could always handle it manually using a 13900. Based on the benchmarks I've reviewed, the 13900k running around 105W performs quite well and sits nicely in the balance between performance and efficiency. It's not quite as strong as the 7950x at that power level, but it's still very close. Personally, I don't see many good AM5 options right now—my top pick is an RMA'd board with a B760 chipset. After about two months, it would start to boot but get stuck on the splash screen, preventing UEFI access even with minimal hardware. That setup was eventually swapped for a B760 motherboard.
