The MSI is considered a Tier-C or low-end model, while the Gigabyte is a Tier-D or iGPU-only device. Among these, the MSI stands out as the superior choice. It won't pose a fire risk, but you shouldn't anticipate it being extremely quiet.

Modern power supplies no longer offer 400-450w options. Most are now 550w or higher. The only one I'm familiar with is the beQuiet! Pure Power 11 400w. These units adjust their power usage to match what the computer actually needs. You can still get a 650 or 750w PSU, as long as it's reliable.

It seems better to have a louder sound than a bomb, so I'll go with the MSI thanks for the help.
