It doesn’t convey much information. Strictly speaking, a 3970x would be ideal. What’s your budget? Which components are you matching it with?

I can allocate roughly ±2000 for the CPU, MOBO, and cooling. This setup uses a 2080Ti with 64GB RAM. The purchase is also planned to support upcoming graphics releases later this year.

You probably won't be able to accommodate a 3970x model, so that's off the table. What are their prices in your area? I wouldn't think about the 10980XE unless you're handling AVX tasks. It seems like either the AM4 or TRX40 would be better options. Or maybe you're holding off until Zen 3 comes out and see what it brings. If you're planning a build later this year, just wait for Zen 3 and evaluate its features.

The 3970x model is around 1850, placing it within the "±" range. I'm weighing whether to hold off until the next processor launch for a potential deal or a better CPU option at the same cost.

We're not sure about this and can't predict it accurately. Typically, TR is announced later, but Zen 3 is expected around September.
