If you're aiming for a cl18 or 19 kit, a 3200 cl16 unit is likely to work similarly and could be more affordable. However, this depends on the imc and IC quality. cl18 usually indicates a cheaper component that may not be well-suited for overclocking.
Not visible from 18 to 16 without benchmarks. You can, but no assurances like with CL16. They also reach further if conditions match. If both share the same OC headroom, it’s a key factor.
I wasn't able to get the $70 CL18 RAM (2x8GB) to run at 3600, so I sent it back and received CL16 RAM. It was priced over $100 but not too costly. G.Skill F4-3600C16D-16GVK. It works well at 3600, should be fine for you. Good luck.
Running 32GB at CL16 3600mhz presents a challenge. Particularly with a 4 stick configuration. Some of the top memory options come at a higher price, which makes sense. Typically, you prioritize better performance rather than sheer capacity. For improved speed over more storage, 2x8GB kits are preferred over single 32GB units. I wouldn't expect 32GB to reliably hit 3600mhz, but it's not uncommon. I'd recommend targeting 3200mhz memory if you're setting up multiple dimensions or using the full 32GB. The jump from 3200 to 3600 isn't drastic, and likely not worth the effort for most systems.
