I've figured out the safest way to copy a disk onto a smaller one using Clonezilla or Gparted here is how it goes: Start by making a file (directory) copy with Clonezilla, but you need a separate external hard drive for this step so you have a safe backup if something breaks. This works because I have a reliable image ready just in case the next steps fail. Then use Gparted to cut down the partitions until the total size is smaller than your target disk. The only good thing about this method is that you get to choose how much space to take away from each partition yourself. For example, if you have an OS folder and a data folder (you might have already deleted many files to do this), you probably shouldn't shrink the Windows system partition because some cloning software shrinks every part by the same percentage, which could hurt your main drive. After that, use Clonezilla to clone from one hard drive or SSD to another one.

If it looks like the government might take control of your life, pay attention closely to the terms in that agreement because opening source code doesn't automatically make something safe or legal.
