You're looking for light gaming options on your HP Envy x360 with an i7 8550U and integrated graphics. Since you're on a budget and want something easy to run, consider older titles that are well-supported. Many classic games have good performance on mid-range hardware. Check out titles like "Stardew Valley," "The Sims," or "Minecraft" for smooth play. If you're open to demos, unlimited ones are a great way to test without commitment.

I don't think it'll work on an IGPU... My preferred game that runs without a GPU is Rimworld. I'm not sure if you like that type of game, but it's decent.

It could be Xonotic, a free open-source arena shooter similar to Quake. I'm not entirely confident it will work yet.

You're experiencing low frame rates, around 20fps, especially at 720p resolution. This could be due to various factors such as hardware limitations, software settings, or network issues. Check your graphics card performance, update drivers, and ensure you're using the optimal resolution for your setup.
