You're experiencing a spinning DVD drive that continues for a minute after use, regardless of the program you open. You're seeking free tools to adjust both the rotational speed and the spin-down time. It sounds like you might have found a solution on your previous Nero 9 Essentials installation, but it's hard to locate now. Let me know if you'd like more guidance!

I would discard anything related to the sound and simply remove the disc.

The Nero drive speed was mentioned, but it’s unclear why removing the disc wasn’t considered.

I frequently use it. Primarily for GTA: San Andreas. I need it for multiplayer and I play a lot of it. It feels like the correct program. It came up in my mind as well. Thanks.

You could simply attach the ISO file and mount it, especially in Windows 8 where it should work out of the box. In earlier versions, you might need a tool such as OSFMount to do so.
