It's available at the provided link. This may improve your situation without fully fixing it. After installing it on my 12700k, I noticed a 5 to 10 degree boost in performance. You might see similar or even better results.

Heed the caution, avoid the included thermal paste. Consider MX-4, MX-5, or Noctua alternatives.

I used only the parts the cooler gave me. I’ll check the plate next if that doesn’t help.

I don't know if there is anything else that can help besides larger coolers for a 13900k. The correction frame received a lot of attention when it debuted with Alder Lake, but the reviewers said it was better for overclockers. Unfortunately for the market, that is not accurate. I see a lot of benefit even at idle. I wasn't able to get my temps below 40 C consistently on a 12700k at idle, and now I am sitting near 30 C. I also noticed the temperatures spikes from opening programs wasn't as high for my system. The frame does not really improve performance in any meaningful way, but it does help control temperatures on Alder and Raptor Lake.

It's common for systems to react with noticeable changes in temperature during normal operations, such as downloading games.

Extreme heat waves are anticipated. Your processor is working hard to reach full speed to finish your job as fast as possible. This causes a sharp increase in temperature. Yet, you'll also see a sudden drop afterward. Don't worry—I'm not joking! The correction frame can lessen both the temperature and frequency spikes.

It looks like a minor change made the entire fan controller into the CPU fan 2, which fixed the overheating issues. It's a bit noisier, but it still stays under 93 degrees during testing.

To undervolt your 13900K, Intel’s XTU software is recommended. Also, check where your AIO radiator is positioned inside your case. Preferably it should connect to the CPU fan header so the motherboard can adjust fan speed according to CPU temperature.

Ideally, you'd like the fans to show how the cooling liquid temperature is rising. This is often handled with a dedicated loop that includes a temperature sensor. Some all-in-one units support this feature, and certain models let the pump run at full speed. Reusing the radiator from the AIO and building a separate loop is an optional enhancement.
