I've got a CD, but I don't have any CD drives. I only have a key. I have two PCs—one with Windows Vista 32-bit and the other with no operating system at all. I need a legal way to start Windows 8.1 on this clean machine. I looked around but found nothing. I just got an 8GB USB drive.

To begin, obtain a disc image using ImgBurn. Then transfer it to your USB drive as needed.

You don’t have any DVD drives, but you might be able to boot directly from the Vista PC to USB and then transfer it to the new PC.
