When discussing that slot, yes you can apply it to a networking card depending on your GPU's height. If the vertically mounted GPU is sufficiently distant, the network card might be able to position itself behind it.

It's a PCIe x1 slot. As mentioned by @IBM_THINKPAD_R51, you can install a PCIe network card in it. Visualizing how your GPU would sit vertically with any available mount is helpful. Without knowing details like the PC case, GPU model, or bracket type, we're limited. A diagram of the vertical arrangement would be most useful.

Thank you for your reply. I should have mentioned the case and GPU details earlier. I’m planning to get a 3500x from Corsair and currently own a 4070ti Gaming OC V2. The vertical bracket I’m considering is the EZDIY-FAB GPU Stand with PCIE 4.0, which also features a new backplate design that would cover all GPU slots except the top one.

The vertical bracket I’m considering is the EZDIY-FAB GPU Stand with PCIE 4.0, which also features a new backplate design that would cover all GPU slots except the top one.

You can insert a PCI-E X1 or X4 card into an PCI-E X16 port, but it will utilize only one PCI-E lane. On that B450 motherboard, the second X16 port features four PCI-E lanes from the chipset, though one is shared with the lower X1 slot. If your card resides in that lower X1 slot, the available lanes in the second X16 drop to two (still sufficient for a network card). You might also consider purchasing a PCI-E riser cable to access the X16 port if it's obstructed by a graphics card, and then mount the network card inside the case. This product likely won't fit on the top PCIe bracket. There might be obstacles like the GPU, adapter overhang, and securing screws that block the free slot. You may need to mount your network card in a different location. Using a riser cable could help as suggested.

The image isn't big enough for easy viewing, but from what I can see, the GPU's front edge sticks out a bit into the top slot. I'm not sure which GPU it is, but it looks like a Gigabyte Aero Nvidia 40-series model based on its design. If it's a 4060, it should be around 113mm wide, while the 4070 Ti gaming OC V2 is about 130mm. Based on Gigabyte's website, the width should match your gaming OC. Still, my own notes and logic suggest it might be too narrow or wide enough to cause issues. If you see it like this, you might be able to adjust accordingly. I think the network card needs to be slim enough; otherwise, it could get pushed against the GPU or affect performance. Also, the GPU might overheat the card, which could harm both components in the long run.
