I’m considering alternatives since the 3.1 port isn’t available. The USB3 card listed is too expensive at $195 or $240, so I need something more affordable.

It's usually better to use a standard PCIe x1 connection. When two high-speed devices are linked together, it can create a bottleneck. If you need full-speed transfers, consider moving the second device to another port. Otherwise, your system might still be limited by the chipset.

It includes a PCI-E 4 x one with external 3.1 Gen. 2 Type A ports, another with an internal 3.1 Gen 2 port, and you can link USB 3 front ports via an adapter. Finding this information wasn't easy through a search.

I understand what you're after, which is more than just the PCIe x1 slot. What you're seeking is the 20-pin connector for USB 3, as shown in the attached picture. This way, you can connect all four USB 3 ports instead of just two. From the image, you'll notice two wires exiting the connector and another matching one that needs a second port. Since your motherboard only has one port, you'll need an alternative solution. I'm sorry if this wasn't clear—please know you weren't the first to search for it.

Now that I'm clear on your point, I realize those connectors are a 3.1 port (though I initially thought they were 3.0 USB ports, not 20-pin connectors). This means I'll need an adapter to make it work.

I tried to stay polite but ended up directing you to a website for the required adapter. I’m not a comprehensive database of all PCI-E cards and adapters, so I had to search for it myself...
