Instead of using a standard setup, you could use a Raspberry Pi with OpenVPN installed and connect to your server via your mobile device. This method works for me, even though I prefer Cisco solutions which are more complex and need certified equipment.

Wifi refers to your home internet connection. You'll have to redirect the RPi's access so it works for you.

It appears the Wi-Fi connection only worked with the phone plan and not the VPN servers. There might be a security measure in place that prevents bypassing it at this time.
