Ban him. Theres no anti cheat better then just getting rid of someone who doesnt want to follow simple rules.

If you say no and he says yes, just don’t play with him—it’s straightforward. It’s similar to telling a friend not to urinate in the sink, and they still do it anyway. The outcome is you won’t invite them over anymore. (before you call this absurd… people do this.)
