Look for a budget-friendly motherboard under $90 that supports Ryzen 3 3100 without extra BIOS updates.

I suggest the Gigabyte B450 D3SH. It’s widely available and works well with overclocking. You can find it on sites like Best Buy and Amazon. I’ve used it for many years without any problems.

Not quite under $90, but a reliable choice is the PCPartPicker Part List. It features the MSI B450-A PRO MAX ATX AM4 Motherboard for $98.99. Prices at B&H include shipping, taxes, rebates, and discounts. Overall total comes to $98.99. This listing was generated by PCPartPicker on October 19, 2020 at 6:02 PM EDT.

I could get by with that board, though a better CPU wouldn’t help much. Poor VRMS can’t manage high-clock CPUs well.

I own a 3900x with all-core overclocking. The discussions about VRMs from that forum seem unnecessary. This issue was barely relevant a few generations back on Intel boards. Ryzen processors consume very little power, so VRMs aren't a concern.

For 3900x it seems strange your PC hasn't finished yet

D3sh reaches its limit at 3600. Is there a faster CPU to avoid overheating?

I don't understand your statement, but an 8+2 phased VRM board can handle the 3900x with minimal VRM temperatures. That's not what you said. Right now I'm using it and playing in 4K for over five hours daily.
