If you're comfortable with older components, you might find opportunities on eBay. I've noticed used 5600xt 6 gb cards available in the $100 range. It's a bit riskier, but performance could improve.

The rest of the setup looks solid. Another option could be a Ryzen 5 3600 or 5500, whichever you can source at the lowest cost, paired with an affordable AM4 board that works with a compatible BIOS. This would only make sense if you secure substantial savings along the way.
I have not played that MOD unfortunately so not sure, but you should get plenty of tutorials and guides online if you search for them, I am sure.
The above suggestion of used hardware is not bad but be very very sure of what you are getting. Test, retest, verify each and every part before you get them, unless you are getting some sort of unofficial warranty from seller. If you cannot test, then ask for test results.
