There are elite players who perform at lower frame rates. Sure, better FPS helps, but skill isn't the only factor—just like a high frame rate doesn’t guarantee winning in Silver. I experienced that myself using a 2010 laptop with an AMD A6 chip, averaging 15-20 FPS at first and still struggling similarly on a modern 6900 XT. A low frame rate is a challenge, but it’s not as significant as you might assume.
