I'm restricted to a 61mm CPU cooler—it's just a bit taller than the original Wraith Stealth model included with the 2600 (54mm).
Because of this height constraint, I don't see any better option worth the cost besides the stock cooler.
The Stealth model won't let much customization in, and nothing else fits the SG13 well.
The available options are restricted to a 61mm CPU cooler, which is just slightly taller than the original Wraith Stealth model included with the 2600 (54mm). Due to this height constraint, it's hard to find something better or worth the cost compared to the stock cooler. The Stealth model won't accommodate much modification, and nothing else fits in the SG13.
It's impossible to say without testing.
However, the 2600 should reach 3.9GHz stock under suitable conditions, making overclocking largely unnecessary.
Whether the Stealth can maintain enough cooling to reach those speeds, particularly in such a compact design, is uncertain.

Would you like suggestions for another sub-15 liter case with better clearance or space for a 240mm air cooler?
15L is going to be challenging. I haven't found anything specific that would fit a 240mm AIO. The Node 202 model isn't modified for 120mm, perhaps 140mm Rads... but something big enough for 240mm will almost certainly mean more than 15L in volume.

The build will be challenging. I don't see anything that fits a 240mm AIO easily. The Node 202 seems modified for 120mm or maybe 140mm Rads, but anything for 240mm will almost definitely make the volume exceed 15L.
Maybe something with extra CPU cooler space?
