my specifications are
nivida rtx 3060
intel® core™ i5-8400 cpu @ 2.80gHz 2.81gHz
ram 16gb
the driver is an ssd driver and occupies 1t of space
i have tried everything to get it running, including putting my power plan to ultimate performance overclocking, but it still doesn't work. this is frustrating.

The longer the gaming sessions, the warmer the PC might become. Include detailed system specifications and hardware details in your post.
Motherboard: brand and model.
Power Supply: manufacturer, model, power rating, age, condition. Has it been heavily used for gaming?
Storage: type of hard drive or SSD, capacity, current usage percentage.
Monitor: make and model. Video connection between GPU and monitor.

I don't know what's causing the issue because it's a TV, I don't use this monitor much. The PC was bought in 2018.

Are you ready to shut down the device, disconnect it from power, and open its enclosure?
Then examine the interior to spot the motherboard, power supply unit, and other parts?
PC with 3+ years: the case might need a thorough cleaning to eliminate dust and particles.
After that, reposition all cards, connectors, RAM, and jumpers. Check for any signs of wear or damage.
Do you have someone experienced—like a family member, friend, or coworker—who can assist?

My RTX was placed in a few days ago, got a new case with it. The model is a Samsung TV, and my parents are working. I've tried everything, but I'm worried I might damage my PC and can't open it. Sorry.

You may utilize Task Manager and Resource Monitor to track system behavior.
Apply both tools individually, but only one at a time.
Once the system powers on, open Task Manager and examine it to understand its layout and functions.
Keep the Task Manager window active and shift it to one side.
Continue playing GTA as normal while monitoring the tool.
Observe any shifts in performance, especially when FPS decreases or declines.
The same steps can be repeated with Resource Monitor.
The goal isn’t to achieve high performance in GTA at this stage.
You’re aiming to identify what causes issues when FPS drops.
Graphical changes can highlight these problems clearly.
It might require several attempts to pinpoint a specific issue, such as RAM.
Nevertheless, given the 3-year-old machine and the new RTX graphics card, the power supply unit may struggle under heavy load during GTA play.

Task Manager and Resource Monitor won't display details when the system is overheating. Try using MSI Afterburner. Keep an eye on CPU and GPU temperatures.

It's been fixed because everyone was fighting each other. I'm getting a new CPU now, so I don't have to worry anymore.
