This topic might seem puzzling at first, but I’ll clarify it for you. I have a Windows 8 laptop and enjoy its login screen; I’m curious if it’s feasible to replace the Windows 7 login on my Windows 7 Pro gaming PC so that booting always shows Windows 8 instead of Windows 7. Is this achievable, or should I stick with the original setup? Also, are there any downsides to making this change?

You won't be able to change system files unless you're comfortable making those modifications yourself.

Up until now I haven't agreed, yet I know you can adjust the background for a more creative feel, giving it a W8 vibe.

No problem if you wanted to build your own operating system, but that's not possible.

It would be better to choose Windows 8.1 since it’s actually quite decent, especially with a few useful start menu applications.
