Don't stress about the initial configuration, I've identified the issue. It seems Microsoft has made some changes. In general, the CMD prompt doesn't save files by default; you need to store them in a folder unless you run with admin privileges. This restriction might be intentional. Regarding the right-click paste and execute behavior, it appears this feature was updated recently, offering immediate execution instead of just displaying context menu options.
