This site hosts backups of all the old versions http://windowsiso.net/ You can check the download links and see that they're legit because they actually link to and thus download from Microsoft themselves For example here's a link for 1709 x64 in English: https://software-download.microsoft.com/...868000a498 It doesn't appear to have 1803 yet but I would imagine it'll be on there soon enough. Considering 1803 is still the current version, it makes sense they wouldn't bother at this time because that's the one you get from Microsoft's main page. If that doesn't work, I recall there being a trick you could do on Microsoft's own page using Edge and their equivalent of "inspect element" to get old links to show up. I don't remember exactly how that works though.
