I've been through this a few times, so it seems like a dead end. The server list says there are no servers in North America with those maps and free slots. I changed the filter to just North America, but ended up on an Asian server with a high ping. Really confusing—even the browser isn't helping.
It seems like your link isn't the issue. I tested BF3 at 50kbps down to 10kbps for a week, and everything functioned properly.
Use software that directs data to particular sections of the hard drive for better performance.
