When attempting to download a game (such as Space Engineers), it frequently halts at the queue stage. Starting the download brings only partial progress before it reverts to the queue again. I've experimented with adding other games like Dota and Terraria, but they behave similarly. Changing the region settings to places such as Poland or Sweden hasn't resolved the issue. Are you engaging in activities while downloading? You might want to adjust your settings to permit downloads during gameplay. Look for a toggle option, then navigate through View → Settings → Downloads and enable the feature that lets downloads proceed while playing.
They don’t handle anything serious, OP. Have you tried restarting Steam again? I’ve faced this problem before too.
