I've noticed my Steam downloads are lagging, currently averaging around 3.5 mb/s. The speed test results show what I'm seeing. Is there anything you can suggest to improve the connection or speed?

I believe there was confusion between megabits and megabytes. 20 megabits per second should be roughly equivalent to 3 megabytes per second.

Download speeds are initially limited by the server you connect to, then by your internet service provider’s bundled data sharing, and finally by the bandwidth you receive. Your issue probably involves the first two factors. Either the server is slow or it’s overloaded. Or your ISP is restricting speed by combining your data with others in the same area. Also, note that MB and Mb are not exactly the same—about 8 Mb equals one MB, so 20 Mb ≈ 3 MB.
