I use Boss for handling load orders, and I also apply TS4Edit to refine them.

It really depends on the context. Typically, .esm is added at the top.

I have never used NMM, but I'm using Mod Organizer. I have all the main vanilla Skyrim files (Skyrim.esm, Dawnguard.esm, etc.as well as the original patches) on the top and after that I just have my main replacing mods (SKSE, SkyUI, CBBE and stuff) op top and after that I kinda order it and think about what will replace what. In Mod Organizer you have a little icon telling you what mod is overwriting stuff and if it is being overwritten. That way I can keep track of what is going on in the load order.

Order requirements vary greatly depending on the mods you have installed. ESMs take precedence (higher priority). I use LOOT – https://loot.github.io/. Check YouTube for tutorials if you'd like more guidance.

Use LOOT... It is the update of BOSS. There is zero reason to use BOSS now. Also tes4edit is for oblivion. tes5edit for skyrim. I take it you have done a ton of oblivion modding but not a ton of skyrim modding?

You're right, I'm using loot now as well. My PC still has a boss running. I also can't recall the TS4/5 setup. Look at the README for cleaning instructions.

Tes4edit applies to tes4, while Tes5edit is designed for tes5 in Skyrim.
