Relies on the source of the CPU demand. When a process or thread operates alone, the operating system can't share it among cores. Only when an app runs with several threads can distribution happen. You'd need to view it under the process perspective and rank by usage. You should spot one task using about 6.25% CPU—roughly a quarter of your 16 logical cores. Note: More cores don’t instantly boost speed if the software isn’t designed for parallel processing. A single-thread app stays on one core regardless of available cores, so optimization depends on code-level adjustments.

It might be the driver that's responsible. I installed an audio app with its own dedicated driver, which caused my CPU to use 50% every time audio played—even when the app wasn't active. To check which processes are consuming resources, you can open Process Explorer and filter by CPU usage.

The item in the process explorer is using all resources while the task manager lists only one core's activity. I wasn't expecting this under Interrupts, but safe mode mentioned it was more balanced, which hints it could be a driver issue. In safe mode it doesn’t load certain drivers or startup components. I’m unsure whether the problem lies with the driver or if Windows is malfunctioning.
