Consider the price as theoretical, here are my ideas. You can choose closed or open loop liquid cooling, and for open loop you need a kit.

I discovered a great assessment of a fairly obscure cooler, the $35 scythe kotetsu. It outperforms even the popular Noctua NH-U14s and cm hyper212.

I claim that anything below $150 is fine. For $150, consider the Swiftech H220/240 or a basic loop. I would never suggest an AIO.

Ok, so I decided to go with either

The problem is I'd have to buy a new case for the air cooler and I don't know of a decent case for under $50 that it would fit in
