When attempting to scroll on a webpage on Linux, the text gets highlighted instead of being scrolled smoothly. This issue occurs only on touchscreens, while mouse scrolling works properly. Operating system version: Ubuntu 16.04.

I'm using a standard desktop setup. Just try with three or four fingers to confirm it's not basic.
