Just install both units and sell the 950ti before the price drops further—it’s more likely to boost dual-monitor performance than improve it.

You're able to connect multiple monitors to the same GPU. What makes you choose two at this point? I use a similar configuration but with AMD GPUs and Linux works well with one per GPU. I'm running Ubuntu 19.04.

Since my second display uses only VGA and HDMI, connecting both GPUs in Windows 7 works fine, but I’m having trouble enabling the second screen.

I’d try a budget adapter and test it on GPU0. DVI to HDMI converters usually perform well. You can boot it from a USB drive. You might not need a complete setup to see if it helps.
