I tried using the new driver and it appears the fans are operating properly, even though I haven’t discovered a method to adjust their speed manually—it’s functioning automatically at least. I’ll stick with this driver either way. Thanks for your assistance! I really value your help. Let me know if I come across another solution. Cheers.

I'm using Manjaro 18.1 and 415.27 with NVIDIA drivers. My EVGA 1070 fan doesn't spin until around 60°C, and under load it stays below 63°C. I don’t have a slider for manual control, but I haven’t faced any problems in the past year. Gaming results are still uncertain.
