A Pentium 4 needs a lot of power and runs slowly. I’d use the free tier of AWS for a year—about five dollars a month. It’s quicker, safer, and simpler to handle. You can still run a basic website on it by installing Debian or CentOS.

Consider selling on eBay for an older Dell OptiPlex or installing CentOS/Debian instead, while exploring Lubunutu options.

No reason to run lubuntu, you won't have a gui. If you want ubuntu get ubuntu server. What type of site? id go aws here, but a old pc or a vm on your desktop will work fine.
