It's just a software glitch. I've experienced the same issue before. Usually, restarting by disconnecting the USB cable, closing and reopening the link, then plugging it back in resolves it. Sometimes you need to try different sequences or click 'restart' in the software. Don't go for an RMA—you've already tried twice on multiple boards, but it still works on a few. Just connect your fans to the motherboard and if it functions long enough to see the LEDs, unplug it.
