Second, if that doesn’t work, can I use a VPN service like WinScribe to link the devices together? Or would it just provide a secure private connection for browsing? I’m wondering if I can set up a shared folder on one PC so others can access it from anywhere, like at home or university. I’m a bit confused about how this should function, especially since I’ve experienced intermittent issues even after testing in a lab setting.
Consider trying Syncthing or Reselio Sync. It's possible your VPN is being blocked on certain external networks.
