Hi, I have a few questions for you. First, can I connect two different computers using VPNs from separate internet locations with Windows setup? For instance, if the laptop logs in while the desktop runs the workstation, has my previous attempts succeeded? I’ve found some information online about Windows VPNs, but it seems to work inconsistently—sometimes it does, sometimes not. Second, if that doesn’t work, can I use a VPN service like WinScribe to link the devices together? Or would it just provide a secure private connection for browsing? I’m wondering if I can set up a shared folder on one PC so others can access it from anywhere, like at home or university. I’m a bit confused about how this should function, especially since I’ve experienced intermittent issues even after testing in a lab setting.

Consider trying Syncthing or Reselio Sync. It's possible your VPN is being blocked on certain external networks.
