I tried to activate my PC today and encountered this issue. Could you assist? Whenever this occurs, I need to remove the GPU, reinstall it, and it functions properly throughout the day.

Have you considered simply reattaching the DP/HDMI cables (you’ll likely do this too when reinstalling the GPU)? Or should you also reinstall the GPU to clear any issues? If the latter is needed, the PCIe slot might be dirty or corroded—check it. If you have a spare PCIe slot on the motherboard, using that could help.

I'll consider using the electric cleaner in the PCI slot you mentioned. Also, your motherboard has a secondary slot, though it's only PCI Gen 3. It might affect performance when pairing it with an RTX3060 Ti.
