I'm checking the tools you're using to monitor power consumption. The clocks and boost settings don't affect the readings, so it should reflect standard performance.

We verified with RyzenMaster that performance exceeds the default under reduced threading, though power usage remains constrained across all threads, peaking between 3.9–4.0 GHz.

It looks like you might need to increase the current values; otherwise, your CPU could be reaching its maximum and refusing additional power.

Which exact board are we discussing? (Several MSI MAG B550 options exist) Are the VRM temps tracked by HWInfo64? And were you adjusting TDC, EDC, and PPT together—those settings usually reduce power consumption prior to PPT activation?

Rest CMOS, apply full PPT/EDC/TDC range, enable PBO, and perform testing.
