You just downloaded COD:BO3 on Steam but can't find any matches or join friend invites. You're playing other games smoothly without lag. The support on Twitter mentioned low internet as an issue, but you've played BO2, CSGO, H1z1, Dayz, Dota 2, and even tried Beta with lobbies. It seems the problem might be specific to COD:BO3 itself.
Which nation do you call home? Did you explore the @PCDEV Twitter account? He oversees all of PC COD.
Initially it seems there isn't anything about "LOW INTERNET". This could mean more than just checking ping or speed. A friend of mine is comfortable using those "speed tests". At 48ms, the latency to your nearest local server is what Speedtest.net shows. The BO3 servers may not be nearby, or you might experience data loss for some reason. Ask your provider if there are deeper problems beyond simple unavailability.
You're in a very poor spot geographically. The BO3 server sites are listed there. Honestly, I'd play the game if I had to.
They should prevent the game from being played in areas without servers and accept a full refund.
