Rocket league always impresses me during gameplay. You'll be shifting in your seat while chasing the ball, and you can't help but cheer when your team wins—it's thrilling, like sports but with a rocket twist.
Consider purchasing Borderlands 2 (or the PreSequel) if you haven't yet. On G2A it's priced under $15, which seems reasonable! If you're looking for a solid experience, the first two games from your list are excellent, though Borderlands offers more fun. I've got the initial two titles and they're quite good for their cost. For comparison, the Witcher 3 is around $23 on G2A.com—just my take, based on what I play now! I haven't spent many hours on the first two games you mentioned (20 in Cities Skylines, 10 in Rocket League), but I'm halfway through Borderlands 2 after 50 hours. The PreSequel is also worth checking out.
