Unplug the GPU and test again. It won’t work there, but it helps confirm if the GPU is the issue. Also, do you have a speaker connected to the motherboard?

I took out the GPU and turned on the PC, but the VGA lights and boot remain active.

It might be a GPU issue. Would you like me to test it on another PC? You could also try a budget GT710 for evaluation.
