I replaced the windows during the purchase, so it shouldn't affect things now. You mentioned all previous settings and the 128 → 0 change, but I'm not sure if that's relevant. It seems to have only lasted about an hour on Netflix. How can I check the battery status accurately?

That’s a lot, but it helps. I cut it down to 34 and the stutters disappeared. Should I reopen ThrottleStop every time I restart my laptop? Also, I recorded a clip when the stutters occur in case it helps. Here’s the clip—it’s most visible at 0:36. It looks clearer in real time than during recording.
