Not anymore, right? They stopped offering the free upgrade from version 7 to 10 or 11 a while back. You'll need a fresh, active Windows 11 license now.

Windows 10 license can be moved to a new device with compatible hardware for Windows 11. Afterward, you can upgrade Windows 10 to Windows 11.

To confirm...
Upgrading from a Win 7 system to a newer version will automatically move to the latest available version.
A standalone Win 7 installation cannot progress to either Win 10 or Win 11.

Certainly, everything mentioned is accurate. However, you might need to contact the Microsoft activation service to complete the activation process. If you connect your existing Windows 10 license to a Microsoft account and activate it digitally, Windows 11 should be activated automatically when you log in using that same account identifier.
