Hello everyone! I'm just starting out with PC building and troubleshooting, so any advice would be greatly appreciated. I'm experiencing a boot issue where my PC doesn't start properly. Recently, it worked occasionally, but whenever I press the power button, the lights and fan switch on and off rapidly. It only boots by accident, and once it does, I leave it on to use it for another day. There was also a power outage recently, and now the PC won't turn on the lights or fan when I press the power button—it doesn’t boot at all. Additionally, my motherboard’s LED strip lights have changed behavior: before, they lit up smoothly and faded gently, but now they blink quickly without any pattern. I’ve tried removing the RAM, but nothing seems to fix it. Have anyone had a similar problem? Thanks!
Specs: Asus B550 Ryzen 5 5600x, Gigabyte P750GM Modular PSU, 16GB DDR4 RAM, no static noises. The fan was the main source of noise.

I also replaced the CMOS battery. Attempted to reduce power usage but it remains unchanged. Still can't start.
