The issue isn't with the CPU LED. It's the actual CPU itself. Take out your CPU cooler and check its condition. If it shows any signs of wear, don't force it too tightly and try again.

It seems the device has a blink-and-repeat behavior. You might want to skip the cooler and reattach it. Thermal paste isn't needed for this process.

I set up the system in December 2020 with an i3 9100f GTX 1650, 16 GB DDR4, H310M M.II Xeon M.2 SSD, and two HDDs. It functioned properly until now. I removed all dust and dirt using a fine brush. Swapped the PSU since it was identical. Disassembled each component one by one and verified if the PC was running, but I still couldn’t get any response.
