You can use software to duplicate the M.2, but you need access to the PC. If that's not possible, search for a cloning device—Corsair has some options, though I haven't tried them before.
Uncertain if it works, M2 requires Windows UEFI and the old HDD should run in Legacy mode...
AOMEI is excellent. I had my grandmother's PC with a failing hard drive, so I cloned her legacy Windows installation to an SSD and it functioned perfectly.
It seems others have tried this before with different tools, yet I haven’t explored it myself. There likely is a discussion thread on the forum from someone who has successfully done it.
