You can use software to duplicate the M.2, but you need access to the PC. If that's not possible, search for a cloning device—Corsair has some options, though I haven't tried them before.

Uncertain if it works, M2 requires Windows UEFI and the old HDD should run in Legacy mode...

AOMEI is excellent. I had my grandmother's PC with a failing hard drive, so I cloned her legacy Windows installation to an SSD and it functioned perfectly.

Explain why you couldn't complete the task, even after using AOMEI, and mention that the PC wouldn't boot at all. Then state that you had to reinstall Windows completely.

It seems others have tried this before with different tools, yet I haven’t explored it myself. There likely is a discussion thread on the forum from someone who has successfully done it.
